HBM or HLM housing in Geneva: how to get a subsidised apartment
HBM and HLM homes in Geneva are subsidised rental apartments aimed at households with very low or modest incomes. To apply in 2026, you must meet Geneva’s residence and tax rules as well as income, asset and occupancy limits; registering does not guarantee that a home will be allocated.

HBM and HLM are Geneva subsidy schemes — not a nationwide Swiss entitlement.
General tenancy law remains federal. Access to HBM and HLM housing is additionally governed by Geneva’s housing-support rules (LGL/RGL) and cantonal administrative practices. These eligibility rules are therefore specific to the Canton of Geneva.[6]
HBM, HLM and HM: what is the difference?
Geneva uses three subsidised-housing categories. This article focuses on HBM and HLM.
HBM · Habitation bon marché
For people on very low incomes; a large share is held by public-law housing foundations.[1]
HLM · Habitation à loyer modéré
For people on modest incomes; public support lowers the effective rent.[1]
HM · Habitation mixte
Mixed housing with personalised subsidies for some tenants. HM is subject to partly different rules from HBM/HLM.[1]
The main eligibility requirements in 2026
These points are generally checked before an HBM or HLM home can be allocated.[2]
Residence history
At least 4 continuous years in the Canton of Geneva during the past 8 years.
Tax domicile
Your tax domicile must be in Geneva and you must be subject to Geneva income tax.
No earned-income tax exemption
You must not benefit from a tax exemption on employment income.
Assets
You must not have manifestly excessive wealth; OCLPF applies a specific administrative standard.
Occupancy
At entry, the number of rooms may generally exceed the number of occupants by no more than two.
Income
The household’s relevant LGL income must remain below the access threshold for the specific apartment.
How the income limit is calculated
Geneva does not use one fixed income ceiling for every HBM and HLM apartment. The calculation depends on relevant LGL income, the effective annual rent and the statutory effort rate.[2]
Relevant LGL income
It includes the income of household members, social benefits and one fifteenth of net assets, followed by household deductions.
Effort rate
19% when rooms are equal to or fewer than occupants, 21% with one extra room and 23% with 1.5 to 2 extra rooms.
Entry threshold
Effective annual rent divided by the statutory effort rate.
Access threshold
For HBM/HLM entry, the access threshold equals 90% of the entry threshold.
For a three-person household seeking a four-room apartment with an effective annual rent of CHF 15,400, the canton gives a 21% effort rate, an entry threshold of CHF 73,333 and an access threshold of CHF 66,000. After accounting for CHF 22,500 of household deductions, the official example corresponds to a pre-deduction threshold of CHF 88,500.[2]
How the Geneva application process works
Registration is free. Because demand is greater than supply, waiting times often exceed several months.[2]
Check eligibility
Review residence history, tax status, household size, income and assets first.
Prepare the form and documents
Complete and sign the official housing request and attach the required identity, residence, income and other supporting documents.
Use the correct channel
For FIDP housing and the State’s 20% allocation quota, applications are handled through SFIDP. For other HBM/HLM homes in the 80% quota, apply directly to the property manager.
Wait for selection
For 80% of homes, the owner or manager selects among eligible applications; for the remaining 20%, the State has a priority right of selection.
Renew on time
The registration is initially valid for one year and normally must be renewed one month before expiry using the required form.
Keep your file current
Report changes in income, household composition or other relevant circumstances immediately.
Strict rules continue after you move in
An HBM or HLM tenancy remains subject to ongoing cantonal controls.[3]
Main residence
The apartment must be your civil and tax principal residence.
No second Geneva lease
The leaseholder generally cannot hold another residential lease in the Canton of Geneva.
Subletting
The canton states that subletting HBM/HLM housing to third parties is prohibited as a general rule. Seek written clarification before any exceptional arrangement.
Report changes
Income, assets and household composition must be reported to OCLPF without delay.
Surcharge
If LGL income rises above the entry threshold, an HBM/HLM surcharge may become payable.
Exit threshold
The exit threshold is 1.75 times the entry threshold. At that level the effort rate rises to 29%, and termination may become possible.
Current picture: the subsidised stock is growing but remains scarce
At the end of 2025, Geneva had 21,563 LUP homes, equal to 12.2% of the cantonal rental stock. The LUP stock increased by a net 617 units in 2025. Of 475 newly built LUP homes, 215 were HBM, 8 HLM and 252 HM. Despite this growth, the canton explicitly says demand for subsidised housing exceeds supply.[5]
